"This is part of a bigger discussion… I'm gonna be bringing forward a hotel incentive fund," Mikaela of Discover Bastrop said, describing a planned program to buy down room rates for convention blocks. Council clarified the legal two‑part test for HOT spending and approved the consent item after staff confirmed the expenditure met the tourism-promotion requirements.
