City manager says wastewater plant work nearly complete; council approves biosolids hauling contract

City Manager Sylvia reported on the city’s wastewater program and related infrastructure work at the Dec. 9 council meeting, saying Plant 1 rehabilitation is about 85% complete and that Plant 3 has lingering contract and litigation issues to be resolved before expansion can resume.
“We’ve got some litigation that we're hopefully going to settle and get to mediation and, hopefully begin to close this phase out,” City Manager Sylvia said, describing ongoing negotiations around Plant 3 and noting the city has discontinued negotiations with Trane and will bring a follow-up agenda item in January. She added Plant 1 and 2 rehabilitation has been supported by ARPA funds, extending the system’s longevity.
On a consent item, the council approved Resolution R‑2025‑201 to contract with Sheridan Environmental for municipal biosolids hauling and disposal. Staff explained the service replaces the city’s existing hauling arrangement and that last year’s spend was about $123,000; the new contract includes contingency funding to cover higher-than-expected needs as the new plants come online.
“The sludge from the wastewater treatment plant gets hauled away…This last year, we spent a $123,000,” a wastewater operations staffer explained during discussion of the contract. Council approved the item unanimously.
