Council approves first reading of FY2025 budget amendment; cleanup items and transfers explained

Finance staff presented the final FY2025 budget amendment ordinance (No. 2025‑584) for first reading and described several cleanup items that together have net zero impact to the general fund.
Laura explained that one item corrects timing: a vendor payment that belonged to FY2024 posted in FY2025, so the amendment requests use of fund balance to account for that timing difference. "Due to some timing issues with the vendor, their FY '24 payment was not processed until FY '25," Laura said. Other items include transfers related to the cemetery columbarium to properly reflect transfers out and in, additional finance department credit‑card and audit related expenditures to be offset by departmental savings (net zero), and reallocations within Discover Bastrop to cover additional capital work at 1311 Walnut Street, Chestnut Street repairs and convention center items.
Staff asked to revise the suggested calendar placement: the ordinance will return for second reading on Dec. 9 (not Nov. 24). The motion to approve the first reading carried by voice vote.
The ordinance will be scheduled for a second reading and possible adoption on Dec. 9, 2025.
