Planning commission recommends 70% lot coverage for Alta Trails apartment parcel over new 60% standard

Planning staff told the commission that the Alta Trails apartment parcel (P4 mix) was originally permitted under older allowances and that the master drainage plan and public improvements were designed to accommodate up to 80% impervious coverage for the development area.
"The drainage plan was explicitly designed for 80% impervious coverage on all of the lots," the staff presenter said while explaining that a January city ordinance reduced the P4 maximum lot coverage from 70% to 60%; staff recommended the warrant to allow the parcel to use its originally approved 70% allowance and noted engineering reviews and public improvement approvals are already in place.
Commission discussion focused on grandfathering and whether storage facilities and other adjacent parcels were included in the master drainage calculations. Staff confirmed the storage facility was accounted for and said the master plan routes stormwater via storm sewers and open channels to a master detention/retention pond; staff also noted a maintenance agreement and a requirement for third-party inspection reports every two years.
A motion to recommend approval of the warrant request passed in a roll-call vote with six in favor and one opposed (Commissioner Keith Alborn). The commission's recommendation will be forwarded to the City Council for final action.
