Council approves $949,216 sewer contract to upgrade undersized Highway 71 interceptor

The Bastrop City Council on Nov. 4 voted unanimously to award a construction contract to Bulge Construction for a not-to-exceed $949,216.40 to repair and upgrade a sanitary sewer line along Highway 71.
City staffer Elizabeth told the council the existing 10-inch interceptor cannot handle projected future flows tied to nearby development and that engineering analysis calculated a future maximum flow of 846 gallons per minute (GPM). "The proposed 12 inch that we are proposing with this project will be sufficient to convey the 846 GPM," Elizabeth said, and staff said the work also includes a new 15-inch open-cut interceptor to connect to an existing 36-inch trunk line.
Elizabeth reviewed the procurement history and funding: Collier Engineering performed design work under a professional services contract; the city received six bids, and Collier recommended Bulge Construction as the lowest responsible bidder. The base bid was $862,924; staff noted $91,000 has already been paid to Collier for design and recommended adding a 10% contingency for unforeseen issues. Funding is proposed from the city's 2024 CO series and the wastewater fund balance.
Council member Plunkett commended staff for selecting a less disruptive construction method (pipe bursting where feasible) and moved to approve; council member Foster seconded the motion and the vote was unanimous.
The council did not set a construction start date in remarks at the meeting; staff noted the work will include a mix of pipe bursting and open cut with manhole upgrades and surface restoration.
