"I would like to make a recommendation for us to change our language, so that we can include someone from the Friends of Bastrop County Parks and Open Spaces board, and not necessarily the Bastrop County board," Foster said during discussion. City Manager staff and other council members noted the current draft calls for a county parks representative and that the commissioners court could designate a nominee.
Supporters of requiring a formal county nomination said the extra step lends credibility because the commissioners court would have taken official action; critics called that process an unnecessary hurdle for a non‑voting liaison role. After discussion the council approved forwarding the ordinance to the Dec. 9 agenda for a second reading. No formal amendment was adopted at this meeting.
The ordinance text (No. 2025‑82) was read on the record and will return for a formal second reading and final vote. The measure was described as procedural and intended to enhance coordination between city and county park planning while preserving the parks board's existing seat structure.
The council approved the motion on a voice vote.
