Officials say phone data extraction requires court order before use

Councilors asked whether proposed phone-extraction tools would be used without oversight. An agency official and counsel both clarified that any such extraction would need judicial authorization. "For any type of extractions that we'll do, we'll need a court order so it's getting authorized by a judge," a staff member said; another official added, "It does not happen without a court order."
Councilors welcomed the clarification and asked staff to ensure policy and appendix language reflect the requirement for judicial authorization before any cell-phone data extraction or similar investigatory tool is used.
