City updates: water treatment financing, police recruitment, radar signs and LED streetlight plans

Staff said the project is ongoing and some work is underground and not visible to passersby.
On public safety, staff said recruitment for a full-time officer remains open after a candidate failed a background check late in the hiring process; the department also recorded 66 traffic stops and 20 citations over a recent monitoring period. New radar speed signs are active and staff noted good public feedback for recent streetscape improvements.
Other items included progress on Visioning 2050 community-engagement work and minor delays coordinating EV charging infrastructure with the local utility. Staff said an LED streetlight replacement project will begin soon and will replace older cobra-head fixtures with lower-lumen LEDs.
