Council reviews $1.75M command-post purchase, seeks $1M reimbursement from grant

Syracuse Common Council members examined a proposed purchase of a new mobile command post with a top budget figure discussed at roughly $1.7–$1.8 million and a plan to use a Manion grant to cover approximately $1,000,000 of the cost. An agency official told the council that grants are reimbursement-based: "The way it works though is we'll have to budget and spend the money, and the grant is in the form of a reimbursement," and asked the council to appropriate funds now so the department can spend and later be reimbursed.

Councilors pressed staff on where the differing totals originated and whether the city must front any matching or bond proceeds. Staff said the county has already received $1,000,000 under the same grant program, that the city’s award is not yet finalized, and that the plan on the capital-improvement plan had been to split the cost over two fiscal years to lessen a single-year hit. Officials said procurement will proceed via RFP or state contract and that final cost depends on vendor quotes obtained through those processes.
