During public comment Leon Moyer of Key West raised concerns about free giveaway programs, enforcement of bicycle‑related rules, and the role of private advertising tied to public grants. Moyer said giveaways can be resold, urged more enforcement instead of giveaways, and questioned whether private grantors gain advertising advantages on public assets.
"A lot of those lights may be disappearing or being sold again to make money," Leon Moyer said, expressing concern that free headlight and taillight distributions could be diverted from intended safety uses. He also asked whether T‑Mobile's bus‑shelter grant would provide advertising advantages to selected companies and suggested government should distribute funds directly rather than rely on grants and RFPs.
Board staff acknowledged the comment and answered logistical questions about program costs and routing of Adopt‑a‑Drain reports to SeeClickFix, but no policy or enforcement changes were adopted at the meeting. The board did not take formal action on Moyer's recommendations; the comments were recorded for consideration.
