Census webinar shows how LEHD tools map commutes, jobs and education outcomes

The U.S. Census Bureau hosted a Local Employment Dynamics webinar featuring New York State Department of Labor analysts who demonstrated how LEHD datasets and associated tools can be used to analyze commuting patterns, underemployment and employer turnover. Presenters included Elena Volovevsky, Christian Harris and Chital Patel and materials will be posted on the Census Academy site within 30 business days.
The session outlined three core LEHD products — OnTheMap, PSEO (postsecondary employment outcomes) and Quarterly Workforce Indicators (QWI) — and six specific use cases in which the state uses those tools to help workforce planning. "OnTheMap showed us this is not on the slide, but, using OnTheMap showed us that 89.5% of the people who worked in the area commuted from outside of the business district," said Elena Volovevsky of the New York State Department of Labor. The presenters also reviewed how QWI and QCEW (Quarterly Census of Employment and Wages) are used to validate job and turnover estimates.
Why it matters: LEHD and associated tools allow state workforce agencies to estimate where workers live and commute, measure median earnings by education, and analyze age and industry distributions that inform education, training and regional economic development strategies. The webinar concluded with a Q&A that addressed common data discrepancies, seasonality, benchmarks and how to access raw files and dashboards.
