He identified EMS ambulance overtime as expectedly high due to 24/7 operations and said inmate medical expenses — including off‑site care paid through the county's vendor — have been increasing and are breaking records.
Margo also noted a $4,250,000 budget stabilization balance that remains unspent; he framed that as a pool intended for true emergencies, not routine use. Commissioners asked clarifying questions about enterprise funds and department-specific spending; the clerk said staff will follow up with departments that show high appropriations as the board prepares for fall budget amendments.
