Skaneateles Planning Board denies Orchard Road Extension subdivision application without prejudice

The Village of Skaneateles Planning Board voted 4-0 on Feb. 5, 2026 to deny without prejudice the application by Devin Daly to develop the Orchard Road Extension subdivision after the applicant did not provide required New York State Department of Environmental Conservation (DEC) wetlands delineation information. Chairman Stephen Hartnett made the motion "to deny the application without prejudice," which Member Albert Giannino seconded; the motion carried unanimously. The hearing was called to order at 6:55 p.m. at Skaneateles Village Hall and concluded at 7:10 p.m.

Board members said the absence of DEC wetlands correspondence, requested at the Jan. 8 meeting, left the final lot layout undefined because wetlands findings could force a reconfiguration of lots or a change in the number of lots. Members noted there had been no substantive communication with the applicant since July 2025, and applicant representative Bob Eggleston was unable to provide an update on the wetlands delineation during the meeting. Member Connie Brace suggested allowing an additional month for the applicant to respond, but the board proceeded with the motion to deny. Board members also recorded that, should the applicant obtain the DEC wetlands information, a new application could benefit from earlier planning and engineering work so the applicant would not have to start from scratch.
