City manager: WB Tank purchase on hold; additional offers expected, resident raises water-rights concerns

City Manager Richard Braithwaite told the council during public comment that WB Tank had placed its planned property purchase on hold while considering alternatives and that the city was not under contract with WB Tank. Braithwaite said additional parties were expected to submit offers within one to two weeks and that WB Tank was negotiating terms related to wells.
Vice Mayor Cameron Kinney noted that the council had previously approved the contract but WB Tank had not yet signed it. Resident Mike Tangreen raised concerns about potential impacts to his private water rights; Braithwaite responded the proposed grants would "only fund maintenance and replacement of existing infrastructure, not system expansions that might affect private wells," and that private water rights are protected. Braithwaite indicated a May 7 meeting would more thoroughly address water-rights matters.
The council did not take formal action on the property sale during the meeting and the city manager said other interested buyers remained in discussions.
