Traffic consultant says Parker corridor has 5,000–7,500 vehicles per day; design responds to speeds and crashes

Pat Downey of Dynamic Traffic summarized baseline traffic volumes, crash history, speed metrics and parking utilization that informed the Parker Avenue concept plan.
"We're looking at about 5,000 to 7,500 vehicles per day, for this corridor," Downey said, and added that 85th percentile speeds ranged from about 28 to 34 mph—several miles per hour above the posted 25 mph limit in many locations. He said cyclists and pedestrians accounted for roughly 7% of crashes in the five-year period his team examined (2019–2024).
Downey described proposed design elements: consistent 5-foot bike lanes in both directions where feasible, green pavement markings beneath bike symbols, dashed green bike-lane extensions through major intersections to increase motorists' awareness, shoulder additions in the west and widened shoulders in the east, and refreshed high-visibility crosswalk striping throughout the corridor. He also noted cartway widths vary from about 30 to 34 feet, a key constraint for design decisions.
The consultant said parking utilization surveys showed many locations had under 50% utilization through a typical weekday, which factored into tradeoffs about removing on-street parking in segments where bike lanes are proposed. Residents raised operational questions about deliveries, Jitney stops and school-related loading during the public comment period; consultants and staff said those operational issues will be worked through in the design development phase.
