Cedarwood engineer outlines proposed North Creek Water District form, rule and rate changes

Nick Biondell, an engineer with Cedarwood Engineering, presented the North Creek Water District’s proposed water-connection application, Water Service Request form, and updates to rules and regulations. He said the revised application clarifies owner and property classification fields, lays out inspection and applicant construction-fee responsibilities, and formalizes clerical tracking so new fees are properly recorded. “The usage dependent fee does propose an increase,” Biondell said. “That increase is $20.50 per billing cycle.”
Biondell explained the district is unmetered and uses design standards to estimate usage per category; rates are now split into a non-usage capital fee and a usage-dependent fee to cover operations. He told the board the change responds to rising chemical, electrical and labor costs and a 2024 deficit in which expenditures exceeded revenues. He said connection fees are not increasing now and that the usage-dependent increase is intended to restore a modest surplus for emergency repairs.
