Recorder explains records fund uses; council agrees to move 1st-deputy salary for now

Monica (recorder) told the council that the perpetuation (records) fund is primarily for records upkeep and gave examples: four books being deacidified at roughly $14,000 and purchases of scanners and computers used to preserve records. She explained that atypical uses require approval from the council and sometimes the state.
"We have 4 books out right now, 4 d books that are being deacidified... costing about $14,000 for those 4 books," Monica said, describing preservation work the fund supports. Council members asked how much of the recorder's budget could move to the perpetuation fund; Monica confirmed some items are allowable but that state approval may be required for other uses.
Council members agreed to remove the 1st-deputy salary from the general fund line and to show it under the perpetuation account for budget presentation, subject to the appropriate approvals. Staff said the move reduces the immediate county-general burden but that formal approvals and accounting steps would follow.
