Residents urge board to hold town hall and release information on proposed Norfolk Highlands conversion

"A fantastic neighborhood school is slated to be closed," Ozan Duran said, urging a town hall and public release of information before an irreversible decision. Zenobia Nichols described her daughter, "Isabella has a late birthday, born December 2021," and explained Virginia rules that allow children with birthdays between October 1 and December 31 to be enrolled after an appropriate readiness evaluation. Bradrick Fields asked pointedly whether a 5-acre standard is binding for existing K–5 schools, noting Norfolk Highlands sits on approximately 3.4 acres and asking the board to release studies and alternatives before any vote.
Speakers said the special work session earlier that day had little notice and did not provide meaningful community engagement. Residents asked the board to publish materials in advance, hold a town-hall-style meeting, and complete and release studies so families and teachers can weigh in before the board votes on any change.
In response, Chair Kim Scott thanked citizens for their comments and said administration would follow up with individual speakers when appropriate.
