Design options for Douglas Avenue streetscape, frontage rules aim to create active downtown edges

Staff previewed streetscape cross sections and new frontage rules that would encourage active ground-floor uses on Douglas Avenue and 70th Street, including build-to ranges that pull buildings closer to the sidewalk and design choices for on-street parking, bump-outs and planting.
Rose described the downtown framework that emphasizes primary frontages on Douglas Avenue and 70th Street where active uses are the priority. "We really want to see active uses on that primary frontage," she said, explaining that mixed-use buildings should have active main-floor spaces rather than blank walls.
Consultants and staff showed cross-section options that test pedestrian zones, utility zones, planting areas, angled or parallel parking and potential bump-outs or medians. Rose said these studies are conceptual and will be available for public review at the open house and online.
