Rose described the procedural pathway for the zoning work: staff will use public feedback to draft the text and then begin the formal text-amendment process. "So it would start with planning commission public hearings, make its way to council in public hearings," she said, and noted that separate zoning map amendments would be required to change a property's actual zoning designation on the ground.
