Urbandale staff signals major parking-policy shift for downtown

On that point Rose said plainly: "we are suggesting that nonresidential uses would not have any minimum off street parking requirements." She also said the draft proposes residential parking maximums; staff flagged the risk that, "depending on what the end result of those allowable uses are, we may end up with some legal nonconforming uses for a time."
