Councilmember Hayward moved and Councilmember Rickerl seconded a motion to fill the vacancy by appointment. City Manager Joshua Boldt explained the vacancy can be filled either by appointment or special election and said "Estimated costs for a special election range from $2,500-$3,000." Boldt outlined a timeline for appointment: collect applications until Aug. 19, allow applicants to speak to the council on Sept. 8, and appoint an applicant by resolution on Sept. 21.
Councilmembers Lyon, Ehlinger and Hayward said appointment follows prior practice and is more cost-effective than a special election. The motion to fill the vacancy by appointment carried 5-0. Staff will open the application period and return to council with applicants according to the timeline provided.
