The council conducted the second reading of ordinances amending water and sewer rates (Ordinance 3-26 and Ordinance 4-26) and moved them forward. During discussion of Ordinance 5-26 (amending water-systems code to require second meters for irrigation), staff said they had worked closely with internal staff and allowed a six-month window to change meters; "if the ones that have it already don't change, and add this, they have 6 months to do so. And if not, then there'll be a penalty of $5 per day will be charged."
Council members asked how the city will track testing and compliance; staff said they will assemble a list of customers with second meters, request test results annually, and keep records on a spreadsheet. Staff also said the city will provide a list of contractors or companies residents can contact for annual testing.
