Jake Deere of MSA Dubuque told the council the 3rd Avenue Southwest and Hayes Street Southwest reconstruction is proceeding but more slowly than planned because crews are digging a deeper sewer section and encountering obstructions; he said, "We're digging the deeper part of the sewer right now, and there's a lot of stuff in the way." Deere reported no major problems and said much of the existing backfill found was clean sand that can be reused to save money.
Council members asked operational questions about garbage collection and contractor coordination; staff confirmed Republic (the hauler) and the contractor have been accommodated and neighbors have been kept informed. The council approved Pay Application No. 1 for the project by roll call following the report.
