City to move bulk and yard-debris pickup to reservation system, expand routes and separate materials

The city would shift general collection to Monday–Thursday, keep downtown collection twice daily, and maintain Friday for cardboard collection downtown.
Hartman said staff data show that on a typical high‑season Wednesday crews encountered bulk at roughly 13% of households, meaning trucks drove many streets with no pickup. "By changing the bulk and yard debris from the every other Wednesday ... to using our online Recollect system," Hartman said, the city can avoid unnecessary driving, separate yard debris for grinding and avoid tipping fees, and reassign route time. Staff proposed outreach open houses, translated materials, phone support for reservations, and a transition window during which double routes and educational enforcement would be used. Council asked about language access, cancelation and enforcement; Hartman said customer service staff will assist residents who cannot use the portal and that enforcement will be educational at first.
