Residents urge caution as city opens HUD CAPER/CDBG public comment period

City staff opened the U.S. Department of Housing and Urban Development–required public hearing on the consolidated annual performance and evaluation report (CAPER) for fiscal year 2024 and invited written comments through Sept. 25, 2025. Staff summarized project spending and told the council that the critical home‑repair project with Habitat for Humanity had not yet expended funds due to leadership changes at the nonprofit.
At public comment, longtime resident Panayote Sionakudos told council he believes the city is not qualified for the grant and urged councilors not to "pretend that we're doing things that we're not." "I am here today to testify ... that the City is not qualified for this grant," Sionakudos said, going on to allege that city vision statements had been used to justify budget cuts to schools and social programs while enforcement increased. Staff reminded the council this was a public‑comment hearing and outlined the 15‑day comment process and contact points for written input. Council did not take action and will return the CAPER to the agenda after the comment period closes.
