Santa Rosa nominates 11 tracts for Opportunity Zone reauthorization; state prelim selects four for potential submission

Scott Adair briefed the committee on the Opportunity Zone 2.0 reauthorization and the city's nomination process. He said the program offers federal tax incentives to spur investment in eligible census tracts and that guidance from the U.S. Treasury arrived late, compressing states' nomination timelines.
Adair said the city submitted all 11 eligible census tracts for consideration; the state has preliminarily identified four tracts for potential nomination by the governor. He read the census tract numbers aloud: "Census tract number 06097152804. Census tract 06097153002. Census tract 06097153103, and census tract 06097153302." Staff described these areas as largely west of Highway 101 between College Avenue and north of Highway 12, Coddingtown-adjacent areas and portions of Roseland.
Adair encouraged residents to participate in the state's public comment period and provided the city nd state URLs and the state's comment email (ozcomments@dof.ca.gov). Committee members noted that 2.0 is more restrictive than 1.0 and that some previously eligible downtown areas are no longer qualifying under the revised criteria.
Staff said the city will continue to monitor state review and public comments; no formal city action was requested at this meeting.
