Santa Rosa proposes consultant-backed express-permit pilot to speed commercial tenant improvements

Osborne summarized the pilot esign: an "aggressive 1st cycle turnaround of no greater than 3 weeks," followed by a second-review meeting designed to resolve outstanding issues with the plan reviewer and the design professional. He said the pilot will create a separate "line of service" with a permit liaison to manage timelines and communications for applicants.
The program will pilot certain applications in the coming months, include staffing shifts (an on-buds permit liaison) and explore streamlining sign permits and tenant-improvement permits. Osborne cautioned that state requirements and shot clocks (30-to-60 day timelines for specific permit types) and external agencies (e.g., Sonoma County Health) limit what the city can unilaterally compress.
