Interim manager outlines hydrant-meter policy, planning vacancies and recruitment timeline

Interim City Manager Cindy Morgan used her report to flag several administrative items the Board will address soon. Staff prepared a draft Hydrant Meter Program Policy and fee schedule to standardize temporary use of City fire hydrants; the policy and fees will be presented for discussion at the August 10 workshop. Morgan said the draft is intended to protect the water distribution system and ensure regulatory compliance.
Morgan also reported two recent Planning Department resignations (Permit Technician and Senior Planner). Ray Lewis has been appointed permanent Nuisance Abatement Officer (effective July 22); the City is using Blue Arbor for temporary permit-technician staffing and temporarily assigned Chad Ives and Brett King from IT to support planning projects. Morgan said the City Manager recruitment closed July 20 and The MAPS Group is reviewing applications; supplemental questionnaires were due July 31, 2026.
