Staff said the average taxable homestead value for 2025 is $98,411 and that the proposed rate would reduce the tax on the average homestead by about $97 (an 18.6% reduction compared with the 2024 rate of 0.528548). Staff also reported the total levy would increase because taxable values rose: the 2024 levy was listed at $519,694 while the 2025 levy at the proposed rate was shown as $543,992.
"The proposed tax rate of 0.429606 is below the non renewed revenue rate equal to the renewal approval rate, which means the city is not required to hold an election on this rate," a staff member told the council while explaining the comparison rates and voter-approval thresholds.
A motion was made on the record to approve Item 6 (approving certified 2025 property values and adopting the proposed rate). At the start of the session the presiding official had announced that no action would be taken on items listed on the agenda, and the transcript contains no later vote count or formal adoption.
