The council opened and closed a public hearing on a proposed addition to the North Liberty Urban Renewal Area and then considered the first reading of Ordinance 2026‑O5, which provides for division of taxes on taxable property in the April 2025 addition to the North Liberty Urban Renewal Area pursuant to Iowa Code §403.19.
City administrator Ryan said the county-provided legal descriptions had been reviewed and the ordinance was ready for first reading. After a motion (moved by Fortney, seconded by Wason) the council conducted roll call and approved the first reading 5–0.
The ordinance and related TIF materials will remain on future agendas as the project proceeds through required steps.
