City attorney Grant explained state public‑bidding law (Chapter 26) and said the law’s purpose is to ensure taxpayers receive the lowest responsible bid; he told the council that to deviate from the low bidder the city would need documented reasons (nonresponsiveness or disqualification). “If there is something that's gonna be used for the public ... and the city has … taxpayer money, then ... we are compelled … the lowest responsive, responsible bidder,” Grant said.
After questions and legal explanation, staff recommended and the council approved Resolution 2026‑28 accepting the low bid and authorizing execution of a contract for the Centennial Park event complex Phase 2 improvements. City engineer Josiah later said the project’s substantial‑completion date is expected in April of next year, timed for the Lehi season.
The council’s decision followed staff vetting and an engineer’s estimate that placed the city in a competitive bidding environment; several council members emphasized ongoing efforts to support local businesses where procedures allow.
