Council approves design contract for wastewater upgrades to meet growth to 2030

Council approved resolution 2026-23 on March 10 to authorize task order 26‑01 with Strand Associates for phase 3 wastewater treatment modifications. The contract will fund preliminary design work for an expansion intended to keep treated effluent within permit limits as the community grows.
Jenny Ruddy, with Strand and Associates, explained the work is an expansion of the existing membrane bioreactor process put in place roughly 15–20 years ago and said the planned improvements are phased to align with population growth. "The current process... was installed about, 15, 20 years ago at this point," Ruddy said, describing why the new design builds on the existing system. City staff said the existing facility serves about 28,000 residents today and the project aims to serve about 41,000 residents by 2030. Council and staff discussed long‑range financial modeling and acknowledged the project will be expensive; staff referenced a ballpark project figure of roughly $50,000,000.
Council approved the task order on a 5–0 roll call. Staff said the facility plan and long‑range financial model will continue to be updated during design and that the city will evaluate options for collection system improvements if future growth extends west of I‑380.
