The Maquoketa City Council tabled, without prejudice, a first‑reading ordinance proposed to amend boards and commissions operating procedures after council members raised questions about whether a long‑standing board member lived inside the utility service area.
City staff introduced the ordinance as following a recent example set by the airport commission. The staff presentation noted a board member had moved outside the municipal limits but wanted to continue serving and that four of five members living within the city had been considered a representation standard. The city manager (speaker 2) said, “there was an MMU board member that's long standing that moved outside of city limits and wants to continue serving the board,” and recommended the council either adopt the ordinance or table it to allow affected board members to speak. Council members said they wanted to confirm whether the member remained a customer of the utility before proceeding. Council member Lyon (speaker 4) moved to table the ordinance and the motion passed by roll call.
The council did not set a new hearing date; staff recommended that if councilors wanted more detail the affected board members could be invited to a future meeting. The tabling preserves the current membership rules until the council considers the matter again.
