On technology, staff said the city is transitioning toward phone-based ticketing and procurement of FirstNet phones for officers, which they argued would be cheaper and more reliable than traditional ticket writers. The manager also addressed Flock cameras (automated license-plate readers), saying they would be used for specific case work rather than broad surveillance and that a chief’s presentation in September will cover policy and transparency measures. "They're not just watching the flock cameras to find people doing something wrong," she said, adding that the city will publish a transparency page with policy details.
Councilors asked about contract length and opt-out provisions for the Flock cameras and requested the presentation and contract details before committing to multiple budget years.
