The Leon Valley council and staff agreed to retain a $500,000 placeholder in the FY2026–27 capital budget to start planning for a new evidence/property-room project.
City Manager Dr. Caldera presented options and said she is seeking probable-cost engineering and multiple design options. She told the council the city needs planning this year "because we're running out of room" and that the state audit and compliance posture would be eased if the city can show it is actively working on a solution. Chief Gonzales (speaking as the chief) confirmed the department had been out of compliance in earlier years and emphasized the urgency: "...we're on our way to compliance, then we're looked at a little more favorably."
Councilors debated whether to leave the top-line $500,000 or set a lower RFQ ceiling (for example, $300,000 contract with amendments if needed); several members said they preferred keeping the full placeholder to avoid repeated amendments and to preserve negotiating flexibility. Staff said detailed options and probable costs will return to the council for each step before money is spent.
