City Manager Dr. Caldera told the Leon Valley City Council that a single exemption claim tied to Timberhill Commons is the largest factor driving recent property valuation losses.
On the slide, Dr. Caldera said: "...there's a $44,000,000 exemption under the ... e x, XV exemption. And so the big thing about that is that's coming off of your tax roll. It is Timberhill. It is Timberhill Commons." She explained the ownership changed in 2023 and the purchaser in 2025 applied for an exemption (described as public or affordable housing), and that the matter is in litigation with the appraisal district.
Councilors sought clarification about the complex’s location and exemption timing; a council member asked, "And what is that amount again?" and the manager confirmed category totals and the role of other exemptions (over‑65, disabled‑vet, HB9 categories) in the city's overall $66 million exemption figure. Staff said they and the appraisal district are handling the litigation and that the exemption will stand until litigation resolves.
