Staff responded that the patrol report in the packet reflects only patrol time and that additional paperwork, photo documentation and research time (which staff said the contractor provides) are not included in the patrol-hours line item.
Staff said the contractor, Brandon, sends photos and written violation notices each week and that the firm now provides a dedicated code-enforcement officer rather than staff who split duties with animal control. Council members sought assurance that paperwork and follow-up activities are being provided as required; staff said they will verify hours and ensure required documentation is delivered.
