Planning staff presented a request on Sept. 10, 2025 to close (vacate) a 12-foot alley adjacent to 530 North Main Street. Staff said the alley appears on records dating to 1859, the applicant owns parcels on both sides, and the city would reserve a public-utilities and storm-drainage easement to protect existing infrastructure if the alley is vacated.
Staff noted overhead power lines and a public culvert within the alley and said the final easement locations would be confirmed by survey if City Council advances the request. Commissioners discussed the legal differences between ownership of an underlying parcel and a public easement, and several members argued public interest does not outweigh vacating the alley given limited public use and nearby alternative routes. "If the city council supports vacating the alley, then the city council can vacate any claim that the city might have in its interest," staff said during the discussion. A motion to approve the alley-closing request passed unanimously on roll call and the matter will go to City Council with a favorable recommendation on Oct. 14.
