Bowman consultant Brett Hammonds explained that the proposed Royal Farms development at the southeast corner of US 15 and US 60 requires a limited-access control change (LACC) and a locality letter of support as part of VDOT's approval process. He described consolidation of four existing access points to two standardized access points on Route 15 and a modification of the Route 60 entrance, noting some exceptions and preliminary VDOT approvals already issued.
After questions from board members, the board moved and seconded a motion to support the locality letter and instructed staff to prepare and deliver the requested letter to VDOT. No opposing votes were recorded.
