Council approves change order for Westfield Park playground repairs and conduit work

City staff explained that unexpected over-excavation consumed contingency items, and while some work could have been done in-house, public-works staff asked the contractor to complete conduit installation and replace broken concrete around the playground while trenches were open. Assistant City Manager Darren Lefevre said the work saved time but used contingency funds. "When they had the trench open, it was easy to add that additional conduit in there ... and then at the actual park ... they had some broken concrete," he told the council.
Staff noted the project is over budget and that they expect to include a budget amendment in next year’s budget to cover the additional costs. The transcript includes two different figures for the change-order line item (one line described the amount as $5,721.18; a subsequent motion referenced $5,800). The council made a motion to approve the change order and carried the motion on a roll-call vote.
Council asked staff to review who has authority to instruct contractors to perform extra work and to tighten procedures so council is informed before contractors proceed on contingency-funded items.
