County outlines PPEA courthouse timeline; two firms submit concepts

Board members updated the public on the PPEA (public-private) courthouse process: two firms submitted conceptual proposals after stakeholder meetings with sheriff, commonwealth attorney and court clerks to identify courtroom and operational needs. The board’s legal counsel advised that early concept materials can remain as working papers; once the county issues a public RFP (targeted for mid-June), presentations and additional documents will become public and finalists will be invited to present.
Supervisors said the committee is likely to narrow proposals to two or three finalists for board consideration later in the summer; the county also is pursuing grant and USDA funding to offset architect and renovation costs and will post updates in board packages as the process advances. The county’s attorney suggested applicants submit a refundable deposit ($5,000 or more) to cover legal review fees and to limit charge to citizens for attorney costs associated with reviewing multiple proposals.
