DPACC urges district to centralize interventionists and launch a caregiver academy

Rose Tan, chair of the districtplanning advisory council, told the Osseo Public School District board that DPACCmembers voted to prioritize two high-impact recommendations aimed at closing achievement gaps and strengthening family engagement.
"We recommend, that the district prioritize general fund resources to expand the interventionist team, ensuring roles are centrally managed by the Department of Learning and Achievement," Tan said, arguing that centralized interventionists would allow staff to deploy specialists based on real-time student data rather than building-level budgets.
The DPACC presentation, introduced by Dr. Jill Kind, director of learning and achievement, outlined a four-phase operational plan for the interventionist expansion, with a proposed structural rollout in the 2027-28 academic year and regular reassessments using student tracking and family stakeholder surveys.
DPACCalso recommended establishing a caregiver academy to provide families with centralized resources, on-demand tutorials and targeted seminars to help caregivers navigate curricula and advocate for students. "By establishing a collaborative learning environment outside of the classroom, we model continuous growth and civic readiness," Tan said.
Board members voiced broad support and asked staff to explore partnerships and possible redeployments of existing funds. One board member suggested coordinating with the districtRISE committee and ECFE to amplify outreach; DPACC said they reviewed national examples of parent academies while crafting the recommendation.
The recommendations were presented as data-driven and intended to align with the districtstrategic directions and Minnesotacomprehensive achievement goals. Staff did not present a final funding plan during the meeting; board members indicated interest in further study and potential budget planning to determine how general fund dollars might be shifted or leveraged.
