Senior Planner Austin Roy presented a staff-initiated amendment to Chapter 19.16 on March 12 proposing limited exceptions to the commercial building buffer requirement. The existing code requires a minimum 5-foot separation between a building and a drive‑thru lane; staff said this standard can be impractical at building corners and for buildings with loading bays. The amendment would allow carefully scoped exceptions for those circumstances while preserving design protections elsewhere.
Commissioners discussed pedestrian protection and use of bollards as part of the design toolkit to secure vulnerable corners. Commissioner Doug Willden moved to forward the staff recommendation to City Council with the findings and conditions in the Staff Report; Commissioner Virginia Rae Mann seconded. The motion passed 6–0 (Colton Miles absent).
