Interim RPC director outlines growth-management work, permits and on-line services

Holly Mattei, interim director of the Regional Planning Commission, told commissioners on Aug. 4 that the RPC is coordinating subdivision regulation reviews, model zoning work and floodplain management support for local jurisdictions.
Kelsey Miller summarized subdivision-regulation administration and applicant coordination; Joshua Hillberry described floodplain management and model zoning codes developed for Thurston, Millersport, Greenfield Township and the Village of Rushville; and Nicholas Eastham said the Commercial Building Department has 65 active permits this year compared with 40 in 2025. Mattei emphasized community engagement and noted that both building-permit applications and lot splits are now accessible through an online system.
The presentation also covered RPC administration of Community Development Block Grant programs and the county's first Cooperative Economic Development Agreement (CEDA). Mattei asked municipalities, villages and townships to continue participation in monthly RPC meetings held on the first Tuesday of each month.
