Village board declares intent to lead $10M-plus water system upgrade

The South Blooming Grove Village Board voted April 7 to declare the village’s intent to serve as lead agency for a proposed upgrade to its water system, including storage, meters and distribution improvements.
Trustee Asher Guttman moved to adopt Resolution No. 027, and Trustee Zalmon Rosner seconded. The board recorded three ayes (Deputy Mayor Abraham Weiss, Trustee Guttman and Trustee Rosner) with Mayor George Kalaj and Trustee Yitzchok Feldman absent; the motion passed.
Village Engineer Al Fusco described the project’s scope to trustees, saying the village has applied to the New York State Environmental Facilities Corporation for additional funding to supplement roughly $10 million already planned. "We have been working on it for quite some time ... we have 30 to 40 water breaks a year," Fusco said, urging that the village pursue added storage and wholesale replacement of aging distribution lines and meters and expand the district to match the village boundary.
According to Fusco, next steps anticipated by staff include formal designation as lead agency at a subsequent meeting, completion of a negative declaration under the State Environmental Quality Review Act and additional resolutions needed to pursue grants and loans through state programs. The board’s action on April 7 is an initial procedural step to enable those environmental and funding actions.
The board did not set a construction schedule or approve specific contracts at the meeting; project funding, detailed plans and timelines were described as matters for future meetings and grant applications.
