Council authorizes encumbrance of remaining ARPA funds for six public projects

Town Manager Matt told the council that the town must encumber SLFRF (ARPA) funds by 12/31/24 and outlined six public‑facing projects with quotes in hand. He said $208,006.58 remained to spend or encumber and recommended issuing purchase orders to vendors to meet the treasury deadline. Projects include repaired decking at Sunset Park (proposed stamped concrete to reduce trip hazards), a new entry sign and benches for downtown visual improvements, town square irrigation and ornamental street lighting, and a larger basketball court at Northeast Park to avoid tree root removal.
Council members questioned whether purchase orders could be issued without full installation plans (for example, irrigation layout in the town square) and flagged tax and budget implications if the projects were deferred to CIP. After discussion about timing and procurement, the council voted to encumber the remaining ARPA funds as presented and directed staff to manage installations and bring procurement bids back to council as needed.
