Council approves Onancock Main Street lease after debate over term and $1 rent

On Dec. 16 the Onancock Town Council approved a lease agreement with the Onancock Main Street organization after an extended discussion over the term, rent and subletting language. Matt, the town manager, reported that the town attorney found the document to be a standard lease with only minor typos; council members nevertheless pressed for changes before final approval.
Opponents said a three‑year term and a $1 nominal rent were inappropriate given the town’s limited budget and questioned provisions allowing use of utilities and subleasing. As one council member put it during debate, “A $1 is about insulting.” Supporters pointed to Main Street’s past work improving downtown buildings and said the in‑kind support aligns Onancock with statewide Main Street expectations. The council approved amendments that removed contradictory subletting language and revised the contested lease sections before voting to adopt the lease as amended.
The discussion led the council to add clarifying language on permitted hourly use of the conference room and to omit section 17(e) as drafted; council members said those edits will be reviewed with the town attorney. The mayor called the question after debate and the motion to approve the amended lease carried.
