Board member Marciniak moved to authorize the RFP and Chair Paul seconded; the board voted in favor and the motion carried. The discussion stressed that, even if the design contract is awarded this year, permitting could delay construction: Tyler said permitting with the DNR and other agencies would likely make the project a 2027 design and 2028 construction effort.
The RFP authorization advances the board's previously discussed Parkbond priorities, including accessibility and trail connectivity, but does not commit construction funds or a contractor. Next steps are issuance of the RFP and selection of a design team followed by permitting and final budgeting.
