Multiple amendments previewed: increases to ticket fee, revenue requirements and oversight proposed

Several councilors used the Aug. 5 hearing to describe amendments they intended to file to the term sheet before formal introduction.
Councilor Nicknamed/Novick (introduced in the transcript by colleagues) said he planned three amendments: raise the ticket revenue user fee from 6% to 7% (with the additional percent to be spent at the city's discretion); require the city receive 100% of non‑Blazer event parking revenues; and ask the Blazers to commit to $2 million a year in charitable donations through the Blazers Foundation.
Councilor Green described an amendment to clarify the duties and authorities of the joint authority described in the term sheet, to strengthen accountability over expenditures and to limit the city's exposure in one framing from an asserted $400 million down to $120 million in a cited scenario; Green also proposed edits to the financial impact statement to remove claims he called unsubstantiated. Councilor Maria said she would file two amendments: one requiring that 30 days before a vote on any ordinance authorizing city bonds the administration provide detailed analyses of how bonded funds would be used and the impact on other city projects; the other would address street‑pricing policies for events at the Moda Center.
Councilors said they would reduce proposed amendments to writing and submit them to the clerk; formal introductions and votes were reserved for a subsequent session.
